NPRA Boss Koroma Proposes Petroleum Revenue Model for SLBC Funding

The Director General of the National Petroleum Regulatory Authority (NPRA), Dr. Brima Baluwa Koroma, has called for a predictable and transparent funding framework for the Sierra Leone Broadcasting Corporation (SLBC), drawing lessons from the petroleum sector’s revenue management system.

He made the proposal on Thursday, 8 October 2026, during the National Conference on Sustainable Funding for the Public Broadcaster in Sierra Leone, organised by the Ministry of Information and Civic Education in collaboration with SLBC under the theme “Ring-Fencing Funding for the Sierra Leone Broadcasting Corporation.”

Dr. Koroma explained that transparent revenue systems could promote financial stability and improve service delivery. He cited components of the petroleum pricing formula, including the Infrastructure Development Fund and road-related revenues, as examples of how funds could be allocated to specific development priorities.

He said similar mechanisms could help SLBC secure sustainable funding, improve financial planning and fulfil its public service broadcasting responsibilities. He also discussed how international petroleum price fluctuations affect consumers, government revenue and the economy, noting that subsidies could provide relief but must be carefully managed to maintain economic stability.

Reflecting on the NPRA’s development under his leadership, Dr. Koroma recalled that the authority initially operated with limited resources, including one vehicle and a single office. He said engagement with the Ministry of Finance helped establish a more sustainable administrative financing arrangement, strengthening the authority’s operational capacity and institutional independence.

He further highlighted the importance of transparency, accountability and institutional capacity in building public confidence and attracting investment, citing improvements in auditing, operational facilities, institutional expansion and international partnerships.

His presentation contributed to discussions on practical funding mechanisms to strengthen SLBC’s operations and ensure the long-term sustainability of public broadcasting services.
