ECSL Unveils 2025–2029 Strategic Plan for Stakeholder Validation
The Electoral Commission for Sierra Leone (ECSL) has commenced a regional stakeholder validation exercise for its 2025–2029 Strategic Plan, aimed at strengthening electoral transparency, participation and public confidence in Sierra Leone’s democratic processes.
The Eastern Region validation was held in Kenema at the District Council Hall on Nyandeyama Road on Monday, 28 September 2026, bringing together political parties, civil society organisations, the media, traditional and religious leaders, security agencies and development partners.
Speaking at the opening session, ECSL Chief Electoral Commissioner and Chairman, Edmond Sylvester Alpha, said public trust in elections must be built throughout the electoral cycle through transparency, accountability, effective communication and meaningful stakeholder engagement. He also stressed the importance of ensuring citizens and stakeholders understand electoral laws, procedures and institutional responsibilities.
Held under the theme “Strengthening Electoral Transparency and Participation,” the exercise allows stakeholders to review the Strategic Plan’s priorities and objectives and make recommendations before its final adoption and implementation.
The 2025–2029 Strategic Plan provides a results-oriented framework for strengthening ECSL’s institutional capacity, improving electoral credibility and deepening public confidence. It incorporates lessons from recent elections, addresses emerging challenges and aligns with national development priorities and international best practices.
The strategy is built around four key pillars: institutional and staff development; electoral education, communication and participation; electoral operations; and ICT and data management systems.
The validation exercise is scheduled to continue in Bo on 29 September, Makeni on 1 October, and Port Loko on 2 October 2026, allowing stakeholders across the country to contribute to the finalisation of the plan. Participants from ECSL’s national, regional and district leadership, alongside other Eastern Region stakeholders, welcomed the initiative and made recommendations to support its successful completion
