Government Launches New Strategy to Mobilise Development Resources

Sierra Leone has launched a new strategic plan aimed at strengthening international cooperation and creating greater opportunities to support the country’s development priorities.

The South-South and Triangular Cooperation Strategic Plan 2026–2030 was officially launched on Friday, September 18, 2026, by the Minister of Planning and Economic Development, Kenyeh Barlay.

The launch was held under the theme, “From the Freetown Declaration to Delivery,” and brought together representatives from government institutions, development partners, the private sector, civil society and other stakeholders.

The programme was chaired by Deputy Development Secretary I, Usman Cherry Conteh.

Speaking at the event, Minister Barlay said the strategy is intended to translate commitments made under the Freetown Declaration into concrete development activities.

She said the strategic plan is aligned with Sierra Leone’s Medium-Term National Development Plan 2024–2030 and the Government’s Big Five Game Changers.

According to Barlay, the plan will strengthen cooperation among development partners, facilitate the exchange of knowledge and technology, and mobilise resources to support Sierra Leone’s development priorities.

She added that the strategy provides a framework for deepening partnerships and ensuring that international cooperation contributes more effectively to the country’s long-term development objectives
