Kenema Council Holds FY 2027 Bilateral Budget Discussions

The Kenema City Council hosted a Bilateral Budget Discussion at the City Council Hall on Maada Bio Street to review performance and formulate budget priorities for the 2027 Financial Year (FY 2027).


The consultative engagement convened council leadership, devolved sector representatives, Ministry of Finance officials, Civil Society Organisations (CSOs), students, media members, and community stakeholders. Welcoming attendees, Deputy Mayor Rugiatu Sulaimani Koroma urged active participation and constructive contributions throughout the budget formulation process.


Chief Administrator Sahr Emmanuel Yambasu outlined the objective of the annual exercise, describing it as an essential mechanism for evaluating sectoral deliverables and establishing realistic goals for municipal service delivery.


"This process allows stakeholders to evaluate progress, identify gaps, and set key priorities for effective municipal service delivery," Yambasu noted.

Representing the Ministry of Finance, Ibrahim G. Bureh, Team Lead and Deputy Director of the Fiscal Decentralization Division, highlighted the role of bilateral discussions within the framework of local governance and fiscal decentralization, emphasizing the Ministry's commitment to overseeing the equitable allocation of public resources.


Deliberations focused on key sectors, including own-source revenue, infrastructure development, primary and secondary health, waste management, education, agriculture, social welfare, and emergency services. Sector leads presented their 2026 performance records alongside proposed strategic priorities for 2027.


Participants engaged in interactive Q&A sessions, submitting feedback and policy recommendations to refine resource allocations. Key outcomes stressed enhancing inter-agency collaboration, maintaining fiscal transparency, and prioritizing high-impact community projects to improve overall living standards in Kenema City.
