The Miatta Conference Hall served as the venue for a significant milestone in Sierra Leone's telecommunications history today, as the Government officially inaugurated the Sierratel Mobile Virtual Network Operator (MVNO).


Attended by senior government officials, industry stakeholders, and personnel, the high-profile event marked the formal re-entry of the national telecommunications provider into a competitive market environment.


This relaunch represents a strategic transition from a capital-intensive infrastructure model toward a sustainable partnership framework designed to bridge the digital divide and provide cost-effective connectivity for the populace.


The initiative aligns with the Government's "Big Five" Game Changers agenda, particularly the Technology and Infrastructure pillar. By adopting the MVNO model, the state maintains 100% ownership of Sierratel while enhancing the agility necessary to compete in the modern digital landscape.


The proceedings commenced with an address by the Minister of Communication, Technology and Innovation, Salima Bah. Minister Bah characterized the transition as a "technological reset," facilitating a move toward a resilient digital infrastructure. She noted that the MVNO model is a pragmatic solution allowing Sierratel to utilize modern infrastructure while preserving its government ownership and established brand identity.


Mrs. Maama Seiwoh-Koroma, Deputy Director General of the National Communications Authority (NATCA), subsequently detailed the regulatory framework supporting this transition. She reaffirmed NATCA's commitment to maintaining a fair and competitive market, with a focus on consumer protection and the expansion of high-quality data services to underserved regions.


A central component of the event was a technical briefing by Shadi Gerjawi, CEO of Africell Sierra Leone. Illustrating effective public-private synergy, Mr. Gerjawi outlined the mechanics of the partnership.


Through a 10-year strategic alliance, Sierratel will utilize Africell’s 4G and 5G network backbones, allowing the national carrier to provide immediate, world-class coverage.


This infrastructure-sharing model enables the national provider to deliver high-speed services by combining its heritage with cutting-edge technical reach, thereby fostering an inclusive digital environment.


Dr. David Moinina Sengeh, Chief Minister and Chief Innovation Officer, linked the relaunch to the government’s Human Capital Development objectives. He emphasized that a functional national carrier is essential for education and e-governance, serving as a critical tool for public service.


The event culminated in a Keynote Address by His Excellency, President Dr. Julius Maada Bio, whose presence underscored the government's support for the telecommunications sector.


The President commended the collaborative effort and the leadership of Hon. Salima Bah. He reaffirmed a commitment to the long-term stability of the sector and announced a $20 million allocation specifically designated for the welfare of Sierratel’s workforce.


Following the address, Sierratel management presented the President with a one-year unlimited internet package, symbolizing the network's readiness and the administration's commitment to a connected nation.


The ceremony also introduced Mr. Joe Abass Bangura as the new Managing Director of Sierratel, an appointment intended to integrate private sector efficiency into the state-owned enterprise.


The event concluded with the presentation of Awards of Excellence to "Trustworthy Staff" members. These employees were recognized for their dedication during the transition period, highlighting the importance of the institution's personnel.

This launch signifies a pivotal move toward innovative governance.


By addressing staff liabilities, establishing infrastructure partnerships, and implementing strategic leadership, the state has positioned the national carrier to lead the country's digital future.


Sierratel has been revitalized and is prepared to facilitate Sierra Leone's digital advancement.
