The Anti-Corruption Commission (ACC) has significantly enhanced protections for individuals reporting corruption and providing evidence through the enactment of the Whistleblower and Witness Protection Regulations, 2025. Operating under the Anti-Corruption Act, 2008 (as amended), these regulations establish a robust legal framework guaranteeing confidentiality and comprehensive safeguards.


The framework introduces clear, enforceable protection mechanisms. Individuals facing threats, intimidation, or retaliation due to their disclosures can formally apply to the ACC for approval. Successful applicants enter binding protection agreements, which may involve physical security, relocation, concealment, or identity change. Special provisions are included for children, requiring High Court oversight to ensure the child’s best interests are paramount.




Furthermore, the regulations institute a reward and compensation system. Whistleblowers whose information leads to successful prosecutions are eligible for monetary or non-monetary rewards. Compensation is also mandated for whistleblowers and witnesses who suffer professional retaliation.


Conversely, those found culpable of retaliatory actions face stringent sanctions, including mandatory removal from office upon conviction. This comprehensive approach aligns Sierra Leone's anti-corruption architecture with international best practices, reinforcing public confidence in accountability.
