Police, Bike Riders Strike New Understanding After Kenema Dispute

The Sierra Leone Police, through the Eastern Regional Police Command and Kenema Division, has strengthened engagement with the Kenema Bike Riders Union following concerns over increasing interception points, enforcement methods, delays in motorbike licensing, and the implementation of a UNDP-facilitated Memorandum of Understanding involving the Bike Riders Union, Police and SLRSA.
Regional Police Commander East, ACP Joe Kamanda Bongay, convened an emergency meeting at the Regional Headquarters in Kenema, bringing together representatives of the Bike Riders Union, SLRSA, Police and Drivers Union stakeholders.
ACP Bongay listened to the riders’ concerns and reaffirmed his commitment to dialogue, effective communication and lawful engagement. He stressed that while grievances would be fairly considered, the police would continue to enforce the law where offences are established.
Chief Superintendent AMK Samba Esq. clarified arrest procedures and the importance of due process, while CSP Emmanuel Kpulun urged riders to comply with lawful instructions and use established channels to address grievances.
SLRSA Route Commander Paul S. E. Mattia addressed concerns over licensing delays and enforcement practices, calling for continued communication and engagement. Divisional Traffic Officer ASP Peter L. N. Ensah, along with regional officers DSP Abdulai Bangura and DSP Edward Kargbo, also called for dialogue, restraint and cooperation.
Bike Riders Union President Ismail Sandi appreciated the engagement and reaffirmed the Union’s commitment to working with the police and SLRSA to promote peace and order.
As a key outcome, ACP Bongay recommended the establishment of a joint Grievance Mechanism Committee comprising the SLP, SLRSA and Bike Riders Union. The committee will meet regularly to address concerns early and prevent unnecessary misunderstandings.
The meeting ended peacefully, with all parties reaffirming their commitment to dialogue, lawful conduct and cooperation to maintain safety and security in kenema.
