Justice Sector Set for National Artificial Intelligence Roadmap

Sierra Leone is set to develop a national artificial intelligence (AI) roadmap for the justice sector to assess institutional readiness and guide the responsible adoption of AI in courts.
The initiative was announced during a Post-Conference Mixer on AI, Justice and the Rule of Law, organised by the Office of the Attorney-General and Minister of Justice in collaboration with UNESCO and the Ministry of Communication, Technology and Innovation.
The event brought together stakeholders from the justice sector, government, civil society and development partners as part of activities marking the 2026 International Day for the Universal Access to Information.
Delivering the keynote address, Chief Justice Komba Kamanda highlighted the role of the justice sector in Sierra Leone’s broader digital transformation and AI agenda.
UNESCO’s Guilherme Canela referenced the organisation’s Guidelines for the Use of AI Systems in Courts and Tribunals, which promote human rights protection, transparency and open justice in the adoption of AI technologies.
Participants identified e-filing and digital case management as areas where technology could improve judicial efficiency and expand access to justice. However, they also identified readiness gaps that must be addressed before wider AI adoption within the sector.
The Judiciary and the Office of the Attorney-General will therefore work with UNESCO to develop the national AI roadmap, beginning with the security sector. The roadmap is expected to provide a framework for assessing institutional preparedness and guiding the responsible use of AI while upholding transparency, human rights and the rule of law.
The discussions further emphasised that technology can strengthen access to justice when introduced responsibly and transparently, with human rights and the rule of law remaining central to its application.
