Private Sector Called to Fund Digital Infrastructure

The Minister of Communication, Technology and Innovation, Hon. Salima Monorma Bah, has called for greater private sector investment in digital infrastructure and energy, emphasizing that governments cannot finance such large-scale projects alone.

Speaking virtually from Freetown at the Financial Times Africa Summit 2026, during a panel discussion on scaling Africa’s technology infrastructure and hubs, the Minister said governments should focus on creating policies and regulations that encourage private investors to support the development of the digital sector.

She explained that the government’s role should be to create an enabling environment for investment rather than serve as the main source of funding.

As part of this strategy, plans are underway to establish another submarine cable to improve global internet connectivity. The proposed framework would allow mobile network operators to hold a majority stake, with the government maintaining a minority share.

On the role of multilateral development banks, including the World Bank and the African Development Bank, Minister Bah said such institutions should help countries prepare projects that attract private investors.

She noted ongoing collaborations with development partners on major digital initiatives, highlighting the subsea cable as a prime model for public-private cooperation to mobilize capital.

The Minister also stressed the importance of developing energy and digital infrastructure together, noting that reliable energy is essential to expanding digital connectivity and advancing technology across the country.
