Sierra Leone and Guinea Partner to Regulate Labour Migration
Sierra Leone and Guinea have established a strategic two-country partner agreement to strengthen regulations around overseas labour migration, establishing safe, orderly, and legal pathways for Sierra Leoneans transiting through Guinea to take up employment in Arab States.
The agreement was finalized during high-level bilateral talks in Conakry on Wednesday, September 9, 2026, featuring Sierra Leone Vice President Dr Mohamed Juldeh Jalloh, Labour Minister Umaru Napoleon Koroma, and Guinean authorities, to combat illegal recruitment networks along border transit routes, with both governments pledging joint enforcement to protect job seekers from exploitation, trafficking, and fraud.
Minister Koroma emphasized that a well-regulated partner agreement transforms overseas labour migration into an engine for economic empowerment, skill acquisition, decent working standards, and secure livelihoods.
The joint regulatory framework mandates that all prospective overseas workers receive proper orientation, complete mandatory documentation, and utilize only verified, licensed channels before traveling with synchronized operations to ensure full transparency and accountability across the recruitment and transit chain.
To operationalize the worker protection provisions of the agreement, Minister Koroma announced the creation of a specialized committee dedicated to overseeing overseas employment and migration management, allowing only legally registered recruitment entities to operate.
Additionally, the agreement addresses previous border transit bottlenecks, ensuring efficient entry and transit procedures for documented workers passing through Guinea.
To ensure maximum consular support and safety, Vice President Jalloh urged citizens residing in or traveling through Guinea to register with the embassy and obtain proper consular identification.
Deeper institutional cooperation will resolve everyday practical challenges for workers, travelers, and businesses across both countries.
The bilateral proceedings and community forums in Conakry were hosted by Sierra Leone’s Ambassador to Guinea, Foday Yumkella, and Deputy Ambassador Fatmata Sawaneh.
