Sierra Leone Targets ECOWAS Regional Development Fund

Sierra Leone has taken a major step toward securing financial support from the ECOWAS Fund for Regional Stabilisation and Development (FRSD) following the inaugural meeting of its National Advisory Committee on Thursday, October 29, 2026.
The high-level gathering, convened by the Ministry of Planning and Economic Development (MoPED), brought together Minister Kenyeh Barlay, key government representatives, and programme consultants to lay out the framework for implementing and coordinating the fund’s initiatives within the country.
To kickstart the selection process, a Joint Technical Mission will deploy on November 16 to conduct a comprehensive needs assessment. The mission will consult potential implementing organizations and assist in crafting project proposals tailored to Sierra Leone’s most urgent national development goals.
As the main steering body, the National Advisory Committee emphasized that all submitted proposals will undergo rigorous and transparent evaluations. Officials confirmed that selection criteria will prioritize proposal relevance, technical feasibility, long-term sustainability, and direct community impact.
Key sectors targeted for intervention include healthcare, agriculture, vocational training, water and sanitation, energy, and essential social infrastructure. Additionally, prospective projects must demonstrate a commitment to youth participation, gender equity, social inclusion, and climate resilience.
Supported by Germany, the FRSD is designed to build resilience across fragile regions by creating jobs, fostering private-sector growth, strengthening social cohesion, and enhancing governance. Financing will be delivered through two main pillars: Financial Cooperation for capital investments and Technical Cooperation for institutional capacity-building.
Committee leaders noted that no specific projects or funding allocations have been approved yet. A follow-up meeting is slated for November 10 to review preliminary assessments and finalize geographical priorities ahead of the mid-November Joint Technical Mission.
