Two Suspects in Court Over Alleged $30,000 Canadian Visa Fraud

The case against two individuals accused of running an international travel scam was heard before Magistrate John Manso Fornah at Pademba Road Court No.2 on Tuesday, September 16, 2025.


The accused, Musa Seaport Kamara, 27, a businessman, and Cecilia Briggs, 24, a student, face charges including conspiracy to defraud, obtaining money by false pretenses, and possession of passports for unlawful purposes.




According to the prosecution, between November 1 and 30, 2024, in Grafton, the two conspired to defraud victims by falsely claiming they could secure Canadian visas. Prosecutors allege that they obtained $19,000 from victim Makalay Mansaray, purportedly to facilitate visas for Joseph and Elizabeth Kambiama.


Further allegations state that on December 24, 2024, in Freetown, the accused collected another $10,000 from the same victim under similar false pretenses. Between November 24 and 30, 2024, they allegedly received an additional $1,000 using the same scheme.




Investigators also discovered that Kamara, who claimed to be an immigration recruiter, was in possession of multiple Sierra Leonean passports belonging to different individuals. On January 31, 2025, law enforcement recovered several passport books, which were later tendered in court as evidence.


When the charges were read, the accused did not enter pleas. The prosecution, led by Sergeant Issa Kamara, presented eight Sierra Leonean passports seized during the investigation as part of the case file.


Magistrate Fornah adjourned the matter to September 24, 2025, for further investigation.
