Vice President Jalloh Makes Strong Case for Proportional Representation

Vice President Dr. Mohamed Juldeh Jalloh has defended Sierra Leone’s Proportional Representation (PR) electoral system, describing it as a model that promotes inclusive governance, wider representation, and greater opportunities for women’s participation in politics.

Dr. Jalloh made the statement on Friday, July 31, 2026, in Bo City during the National Council of Paramount Chiefs Conference on Security and Governance, where discussions centred on democracy, governance, and national development.

He said the PR system provides an opportunity for Sierra Leone’s diverse population to have broader representation in Parliament, arguing that electoral systems should not only determine winners but also ensure fairness, inclusion, and the participation of different groups in national decision-making.

The Vice President noted that PR systems are widely used around the world because they allow various political interests and social groups to gain representation. He added that such a system can help increase women’s participation in politics by creating more opportunities for underrepresented groups.

Attorney General Alpha Sesay also highlighted some benefits of the PR system, noting that it has helped reduce the financial costs associated with parliamentary by-elections. He added that the system could also help minimise tensions and security challenges often linked to election contests.

Supporters of the PR model have argued that it strengthens inclusion, political stability, and representation, while critics have raised concerns about aspects of its implementation.

Dr. Jalloh said the success of any electoral system depends on strong democratic institutions, including credible voter registration, transparent election processes, and public confidence.

He urged stakeholders to approach discussions on electoral reform through dialogue and national interest, with the aim of strengthening democracy and ensuring citizens feel adequately represented in governance.
