Commissioner Konneh highlights that the 30% women's representation quota is both an equity measure and a crucial cost-saving strategy

During a recent meeting at State House, President Julius Maada Bio reaffirmed his commitment to electoral reform after receiving the 2024 Annual Report from the Electoral Commission for Sierra Leone (ECSL). Chief Electoral Commissioner Mohamed K. Konneh presented the report, detailing the Commission’s activities, achievements, and challenges throughout the 2020–2024 Electoral Cycle.

Commissioner Konneh praised the President for supporting the independence and impartiality of the ECSL. He highlighted the successful implementation of the Proportional Representation (PR) system, which not only facilitated the achievement of the 30% women’s representation quota in the 2023 elections but also emerged as a significant cost-saving measure.


Konneh characterized the 2023 general elections as peaceful, inclusive, and cost-effective, successfully averting potential post-election unrest. He noted that 14 electoral vacancies were filled without the need for expensive by-elections, resulting in savings exceeding NLe19 million for the state.

Looking ahead, he emphasized that 2024 would be a year of consolidation for the ECSL, focusing on institutional strengthening and preparing for the upcoming strategic cycle (2025–2029). The Commission remains committed to professionalism and ongoing dialogue with stakeholders to maintain public confidence in the electoral process.


In response, President Bio commended the ECSL for conducting credible and efficient elections and expressed appreciation for the insights provided in the report. He assured the public of his intent to thoroughly review the report alongside other important documents, such as the Tripartite Committee’s findings and the Independent Management Review of ECSL, to inform future policy decisions.

Declaring his intention to implement reform recommendations in line with national laws, the President reiterated his commitment to strengthening democracy and upholding constitutional values, while also acknowledging the fiscal prudence demonstrated by the ECSL.
