FCC Escalates Strict Sanitation Enforcement, Imposes Severe Penalties

The Freetown City Council (FCC) has initiated a rigorous enforcement campaign to address urban sanitation, deploying Metropolitan Police officers to ensure compliance with the Solid and Liquid Waste Collection Byelaws of 2024. This strategic drive targets property owners and residents who neglect their immediate frontages and private drainage systems, signaling an end to the period of voluntary compliance in favor of strict legal accountability.

The intensification of patrols follows persistent challenges with blocked drains and unauthorized waste accumulation, which have escalated into significant public health risks and contributors to seasonal flash flooding. Under the updated regulatory framework, maintaining a clean environment is a mandatory legal obligation rather than a discretionary civic duty.

The FCC has outlined a robust penalty structure for violators to deter further negligence. Sanctions include administrative fines of up to NLe 5,000, custodial sentences of up to six months for serious or repeat offenders, or a combination of both judicial measures. These actions align with Mayor Yvonne Aki-Sawyerr's "Transform Freetown" agenda, balancing the "Cleanest Zone" incentive programs with firm regulatory oversight.

Residents are urged to formalize their waste management by registering with approved collection providers, clearing debris daily, and ensuring private drains remain free-flowing.
