Freetown Seeks AfDB Support for Urban Growth

Freetown Mayor Yvonne Aki-Sawyerr has requested support from the African Development Bank Group (AfDB) to execute the capital city’s newly established Structure Plan and fortify its urban development infrastructure.

The announcement follows a high-level strategic meeting between Mayor Aki-Sawyerr, Stefan Atchia (Manager of AfDB’s Urban Development Division), and Darline Laurence Tognia (Coordinator of the Urban and Municipal Development Fund).

Discussions focused on securing institutional backing to roll out the master plan while establishing a dedicated, robust urban planning department within the Freetown City Council.

This initiative comes ahead of a crucial transition period, as the city prepares for the upcoming devolution of land-use planning and building permit administration—mandates requiring enhanced local administrative capacity.

Marie-Josée Houénou of C40 Cities joined the mayor in person, while key team members from the Freetown City Council participated virtually.

Mayor Aki-Sawyerr characterized the dialogue as highly productive, expressing optimism about formalizing a long-term strategic partnership with the AfDB in the near future.

The Structure Plan serves as a foundational blueprint to direct Freetown’s rapid expansion, ensuring sustainable land-use management and organized civic growth across the municipality.

While the council continues to advocate for strict regulatory oversight, specific financial commitments and formal funding terms with the AfDB remain subject to ongoing negotiations.
