International Guarantors Call on APC to Resume Governance Participation

International Moral Guarantors overseeing the Agreement for National Unity (ANU) have formally appealed to the All People’s Congress (APC) to conclude its boycott of governance processes. The mission emphasized the necessity of renewed political engagement and constructive cooperation as the nation prepares for the 2028 general elections.


This recommendation followed a comprehensive review mission conducted by representatives from ECOWAS, UNOWAS, and the Commonwealth between April 13 and April 20, 2026. The delegation evaluated the implementation status of the ANU and the progress of associated institutional reform commitments.


The assessment mission was co-led by H.E. Fatoumata Jallow-Tambajang, H.E. Barrie Freeman of UNOWAS, and H.E. Ambassador Tanmaya Lal of the Commonwealth, with technical support provided by ECOWAS and United Nations representatives.


Throughout the visit, the delegation engaged in high-level consultations with His Excellency President Julius Maada Bio, senior government officials, opposition leadership, and various key governance institutions.


The mission highlighted that the APC's continued absence from formal governance structures potentially impedes national dialogue and the implementation of reforms essential for long-term political stability.


In alignment with the spirit of the ANU, the mission urged all political stakeholders—specifically the APC—to return to full participation within the state's governance framework.


“We encourage all stakeholders, particularly opposition actors, to participate fully in governance to foster dialogue, build trust, and ensure stability in the lead-up to the 2028 elections,” the mission noted in its official statement.

The guarantors underscored that sustained political cooperation is a prerequisite for maintaining peace and guaranteeing the credibility of democratic processes.


Concluding the mission, the guarantors reaffirmed their ongoing commitment to supporting inclusive dialogue and institutional reforms designed to strengthen Sierra Leone’s democratic foundations.
