Justice Halloway Issues seven-day ultimatum for Judicial Ethics Review of Chief Justice Kamanda

Supreme Court Justice Allan B. Halloway has formally requested that a Judicial Ethics Committee investigate Chief Justice Komba Kamanda, citing allegations of misconduct, abuse of power, and human rights violations.


In a comprehensive letter distributed to national and international authorities, Justice Halloway asserts that the Chief Justice orchestrated a systematic effort to remove him from the bench. This conflict reportedly escalated after Justice Halloway filed a complaint in August accusing Chief Justice Kamanda of constitutional and ethical breaches.


Justice Halloway claims that his subsequent suspension on September 15th was a direct and unlawful retaliation for these complaints, arguing that the action lacked the necessary presidential approval. He further alleges that the Chief Justice improperly utilized the Judicial and Legal Service Commission to execute the suspension.




The letter also details subsequent actions, including Justice Halloway's interdiction and the unauthorized entry into his chambers, from which personal items were allegedly removed. Furthermore, Justice Halloway contends that the Chief Justice sanctioned media reports that were detrimental to his professional reputation.


Extending beyond personal grievances, Justice Halloway expresses concern over the integrity of the nation's legal education, stating that the Chief Justice has compromised the quality of the justice system by removing essential subjects from the Law School curriculum, thereby inadequately preparing new legal practitioners.




Justice Halloway has issued a seven-day ultimatum for the Chief Justice to establish the ethics committee. Should no action be taken, he intends to seek a court order to compel its formation. 


Copies of the letter have been shared with relevant national and international officials, as well as human rights organizations.
