Justice System Decentralized, Improving Access to Courts

The Judiciary of Sierra Leone has undergone significant transformation, recording key achievements in under two years under the leadership of Chief Justice Komba Kamanda.
Following Justice Kamanda’s appointment by His Excellency President Julius Maada Bio in December 2024, the administration was lauded by Elkass Sannoh, the Director of Communications and Public Affairs for the Judiciary, for implementing impactful, historic reforms.
A principal milestone is the unprecedented decentralization of the justice system. For the first time in the nation’s legal history, the Chief Justice successfully oversaw the decentralization of Court of Appeal sittings.
This strategic move has drastically improved access to justice for citizens outside the capital by significantly reducing the financial and logistical burdens on provincial residents.
The reforms, introduced over the past 18 months, prioritize modernization, speed, and inclusivity within the legal framework. The administration has actively targeted long-standing systemic bottlenecks to fast-track cases and reduce the backlogged docket.
Since taking office in late 2024, Chief Justice Kamanda's tenure has been characterized by a commitment to judicial accountability and national reach.
Enhanced leadership and operational reforms have concurrently fostered greater public trust in the independence and efficacy of the courts.
According to the Communications Directorate, these initial achievements establish a solid foundation for the continued modernization of Sierra Leone’s legal infrastructure, ensuring equal justice in alignment with national development priorities.
