Merchant Shipping Act 2025: New law protects seafarers' rights and boosts Sierra Leone's economy

A legislative proposal currently under discussion in Sierra Leone's Parliament aims to protect seafarers' rights, boost national revenue, and enhance maritime security, potentially leading to significant diversification of the nation's economy.
The Merchant Shipping Act 2025, intended to replace the outdated 2003 legislation, promises a comprehensive transformation of the country's maritime sector.
Deputy Minister of Transport and Aviation, Rex Bonapha, endorsed the Bill as a crucial measure to align Sierra Leone with international maritime standards. He highlighted its potential to safeguard seafarers' rights, increase state revenue through improved regulation, and strengthen national security at sea.
Members of Parliament from both parties praised the Bill's potential.
Hon. Abdul Karim Kamara, Opposition Whip, its capacity for job creation and economic diversification, while Hon. Joseph Williams-Lamin supported the development of new seaports.
Concerns were expressed regarding the timely implementation of international conventions and the possibility of excessive fines, but the overall sentiment remained optimistic about the Bill's progressive and people-focused approach.
The legislation has now been forwarded to the Legislative Committee for further review.
