New Code of Conduct Consultations Target Integrity for Ministers

Sierra Leone has officially launched stakeholder consultations to formulate a new Code of Conduct for Ministers, Deputy Ministers, and other presidential appointees across public institutions.


The inaugural session took place on Thursday, October 1, at the Foreign Service Academy. It brought together non-ministerial political appointees to gather targeted input on the proposed integrity framework.

Jointly funded by the Government of Sierra Leone and the United Nations Development Programme (UNDP), the initiative aims to strengthen governance across government bodies.


In the keynote address, Hon. Amara Kallon, the Minister of Public Administration and Political Affairs emphasized that leadership integrity sets the benchmark for governance, noting that adherence to rules directly influences ethical standards across all public sectors.


Participants discussed how maintaining compliance reinforces systemic accountability, while transparent leadership builds public trust in government institutions.


The discussions highlighted that public resources must be managed as a national trust, urging appointees to demonstrate responsibility and professionalism in their roles.


This initiative builds on earlier efforts to refine conduct standards. In May 2026, Minister of Public Administration and Political Affairs Amara Kallon submitted a preliminary draft to the Anti-Corruption Commission for technical review and advice.


While the original draft targeted ministers, deputies, and heads of government agencies, recent discussions focused on expanding these standards to cover all categories of political appointees.


The ongoing consultations aim to integrate diverse perspectives into the final document, advancing transparency, ethical governance, and public sector efficiency.


Ultimately, the process seeks to institutionalize a political culture rooted in integrity and accountability for everyone serving in public office.
