President Bio Suspends Justice Halloway Amid Human Rights and Tenure Violation Allegations

President Julius Maada Bio has suspended Justice Halloway of the Superior Court of Judicature, effective immediately, pending the outcome of a disciplinary tribunal investigating into his conduct, in the wake of allegations of human rights and tenure violations.
The suspension follows a recommendation for removal by the Judicial and Legal Service Commission at a meeting held on September 5, 2025.
The action was taken pursuant to Section 137(6) of the Constitution of Sierra Leone, 1991 (Act No. 6 of 1991), which allows the President to suspend a judge when the question of their removal from office has been referred to a tribunal.
The suspension will remain in effect until the tribunal concludes its investigation into Justice Halloway's conduct.
According to the constitution, the suspension can be revoked by the President at any time and would cease if the tribunal recommends that the judge not be removed from office.
