Public Sector Reform Committee Approves Reviews of Four Key Institutions

The Steering Committee on Public Sector Reform has approved Management and Functional Review reports for four public institutions, following the resumption of its meetings after more than 18 months.

The decision was taken on Thursday, Aug. 27, 2026, during a meeting at Tower Hill in Freetown, where the Public Sector Reform Unit (PSRU) presented findings and recommendations from the reviews.

The institutions reviewed are the Civil Service Training College (CSTC), Pharmacy Board of Sierra Leone (PBSL), National Public Health Authority (NPHA), and Sierra Leone Electricity and Water Regulatory Commission (SLEWRC).

Opening the meeting, Secretary to the President and Chairman of the Steering Committee, Barba Fortune, described the body as the apex institution responsible for overseeing the Civil Service and public-service institutions and agencies. He stressed the importance of members’ attendance, active participation and careful deliberation, noting that decisions taken by the Committee are binding.

PSRU Director Sulaiman Phoray-Musa presented the findings and recommendations. The reviews assessed CSTC’s transformation into a modern Public Service Academy, the Pharmacy Board’s capacity as a national medicine regulatory authority, the operationalisation of the NPHA Act of 2022, and the institutional alignment of SLEWRC with its expanded 2025 Act.

The reviews identified common challenges, including legal and mandate gaps, human-resource and capacity constraints, financial sustainability and autonomy issues, and weaknesses in data and infrastructure.

Following deliberations, the Steering Committee adopted all four reports, allowing the recommendations to proceed through the relevant institutional processes for consideration and implementation. The approval marks a significant step in advancing Sierra Leone’s public-sector reform agenda.
