Sierra Leone to Launch Digital Centralized University Admissions System

The Ministry of Technical and Higher Education (MTHE) in Sierra Leone is preparing to launch a Centralized Admissions System (CAS), a strategic reform designed to modernize the university and technical institution enrollment process.
The initiative, which has received Cabinet approval under the Universities Act of 2021, aims to replace fragmented admissions procedures with a unified, transparent digital platform.
Under the proposed model, students will apply to universities and Technical and Vocational Education and Training (TVET) institutions during their penultimate year of secondary school.
This shift will allow for the issuance of conditional offers prior to final examinations, with subsequent confirmations processed through a digital system integrated directly with the West African Examinations Council (WAEC) results.
MTHE officials describe the CAS as a critical component of the national human capital development agenda. The system is intended to reduce administrative inefficiencies such as multiple applications and inconsistent requirements while curbing fraudulent practices through the integration of the National Identification Number (NIN).
The reform has garnered broad support from education sector stakeholders, including university leadership, regulatory bodies, and communications authorities.
International collaboration is also central to the rollout; Nigeria’s Joint Admissions and Matriculation Board (JAMB) which has operated a centralized system since 1978 has pledged ongoing technical assistance to support Sierra Leone’s implementation.
