Swaray Begins Foreign Service Reforms With Global Heads Of Mission Meeting

Foreign Minister Honourable Mohamed Rahman Swaray on Tuesday, September 8, 2026, held his inaugural global meeting with Sierra Leone’s Heads of Mission as he begins efforts to reposition the country’s Foreign Service as a modern, responsive and results-driven institution.

The meeting brought together Sierra Leone’s diplomatic representatives serving across overseas missions and focused on improving the effectiveness and operations of the Foreign Service.

Minister Swaray outlined four key priorities for the country’s diplomatic missions: improving government service delivery abroad, protecting Sierra Leoneans overseas, advancing economic diplomacy, and strengthening administrative efficiency through digitisation and measurable performance targets.

He said the engagement is aimed at ensuring the Foreign Service delivers greater value to citizens, supports national development and advances Sierra Leone’s interests internationally.

The Minister’s emphasis on economic diplomacy is expected to strengthen the role of diplomatic missions in promoting investment, trade and other opportunities that can contribute to national development.

Swaray also stressed the need for a more results-driven Foreign Service, with digital systems and measurable performance targets to improve administrative efficiency and accountability.

The September 8 meeting marked Swaray’s first global engagement with Sierra Leone’s Heads of Mission since assuming the Foreign Affairs portfolio and forms part of his efforts to strengthen diplomatic missions and make the Foreign Service more responsive to Sierra Leoneans at home and abroad.
