APC Sets Le100,000 Nomination Fee for Presidential Flagbearer Ahead of Internal Elections

The All People’s Congress (APC) has officially set a Le100,000 nomination fee for members seeking to contest as the party’s presidential flagbearer ahead of its internal elections.
The fee is outlined in the party’s Internal Elections Rules and Regulations, which have been gazetted by the Political Parties Regulation Commission (PPRC) in accordance with the Political Parties Act, 2022.
The rules govern APC elections at all levels, from ward structures to the National Delegates Conference, including the selection of the party’s flagbearer for the 2028 presidential election.
Under the new regulations, the Flagbearer position carries the highest nomination fee, reflecting its status as the party’s top elective office. Only accredited delegates at the National Delegates Conference are eligible to vote in the election. Aspirants must be fully paid-up party members for at least five consecutive years and must secure 50 percent plus one vote to be declared winner. Where no candidate meets this threshold, a runoff election will be conducted.
The rules further stipulate that any serving party officer intending to contest for the flagbearer position must resign at least six months before the National Delegates Conference.
In addition to the flagbearer fee, the APC has published a detailed schedule of nomination and expression-of-interest fees for other party positions:
National leadership: National Chairman – Le20,000; Deputy National Chairman – Le15,000; National Secretary General – Le10,000; Deputy National Secretary General and other national officer roles – Le5,000.
Regional leadership: Regional Chairmen – Le3,000; other regional executive positions – Le1,000.
Special interest groups: National Women’s Leader, National Young Leader, and National Veterans Leader – Le2,500 each; other congress positions within these groups – Le500.
Grassroots leadership: District Chairmen – Le2,000; Constituency Chairmen – Le500; Ward Chairmen – Le100; other executive roles – Le50 to Le250.
Delegate fees: Former Members of Parliament – Le1,000; former Councillors – Le500; affiliate groups – Le500. Foreign currency equivalents apply to party members in the diaspora.

The publication of these rules and fees is aimed at promoting transparency and clarity for party members ahead of the APC’s internal electoral processes, as the party prepares for upcoming leadership and nomination contests.
