President Julius Maada Bio has officially inaugurated Edmond Sylvester Alpha as the Chief Electoral Commissioner of Sierra Leone in a swearing-in ceremony held at State House in Freetown today.
This appointment is conducted in accordance with Section 32(6) of the Constitution of Sierra Leone (Act No. 6 of 1991), which mandates that the Chief Electoral Commissioner take and subscribe to the oath of office before commencing official duties.
In his acceptance speech, Mr. Alpha characterized the appointment as a significant professional milestone and a “sacred contract with the people of Sierra Leone.” He committed to upholding the Constitution, maintaining political neutrality, and working diligently with his fellow commissioners and the staff of the Electoral Commission for Sierra Leone (ECSL).
“Having witnessed the growth of democracy over my 20 years with the Commission, I recognize the demanding path ahead. However, I am fully prepared to collaborate with my team and the dedicated staff of the ECSL,” Alpha stated, simultaneously appealing for broad civic participation and public support to ensure the Commission's success.
President Bio confirmed that the appointment was made following due consultation and within the scope of his constitutional authority. He guaranteed Mr. Alpha institutional independence and pledged the government's complete support for the effective execution of his responsibilities.
Reflecting on Sierra Leone's democratic history, the President recounted the difficulties and sacrifices made during the nation's inaugural democratic elections three decades ago. He highlighted various reforms implemented during his tenure, including the abolition of the death penalty, the advancement of press freedoms, and continuous engagement with the political opposition.
“When I make appointments and the opposition voices dissent, that is their constitutional role. Nevertheless, constructive dialogue remains essential, and I have consistently engaged with them,” President Bio noted, emphasizing the importance of political engagement for national development.
The President concluded by tasking the Electoral Commission with the delivery of credible, free, and fair elections, underscoring the institution's crucial role in safeguarding Sierra Leone’s democratic framework.
