In a ceremony marking Armed Forces Day on Wednesday, 18 February 2026, His Excellency President Julius Maada Bio conferred the prestigious Grand Commander of the Order of Rokel upon Major General Paul Rogers of the United States Army. This distinguished honor formally recognizes Major General Rogers’ substantial contributions to Sierra Leonean security and the cultivation of robust international military alliances.


The investiture was conducted at the Julius Maada Bio Parade Ground, where President Bio emphasized Major General Rogers’ historical support to Sierra Leone during the civil conflict and his contemporary role in strengthening cooperation between the United States and the Republic of Sierra Leone Armed Forces (RSLAF).


Major General Rogers, who holds the positions of Adjutant General of Michigan and Director of the Michigan Department of Military and Veterans Affairs, was instrumental in establishing the State Partnership Program with the RSLAF in 2024. This program is strategically focused on enhancing joint training exercises, optimizing logistics coordination, and building the operational capacity of both military forces.



President Bio stated that the award serves as a profound reflection of Sierra Leone's appreciation for Major General Rogers' exceptional leadership and the expansive collaboration shared by the two nations. He characterized the honor as an enduring symbol of partnership and a mutual commitment to regional security.


The Grand Commander of the Order of Rokel is one of Sierra Leone's most esteemed national distinctions, reserved for individuals who have demonstrated exemplary service and profound dedication to the nation.




The Armed Forces Day commemoration convened senior government officials, military high-command, and international dignitaries to honor military service, promote regional cooperation, and unequivocally reaffirm Sierra Leone’s dedication to peace and stability.
