President Bio Proposes Edmond Alpha as Chief Electoral Commissioner

President Julius Maada Bio has formally proposed Mr. Edmond Sylvester Alpha for the position of Chief Electoral Commissioner and Chairman of the Electoral Commission of Sierra Leone (ECSL), initiating consultations with leaders of all registered political parties as required by law.
The move is in accordance with Section 32(3) of the 1991 Constitution (Act No. 6 of 1991), which mandates that members of the Electoral Commission be appointed by the President after consultation with leaders of registered political parties and subject to the approval of Parliament.
In a letter signed by the Secretary to the President, Baba B. Fortune, political party leaders were requested to submit their views on the proposed appointment within three working days from the date of the correspondence. The consultations form part of the constitutional process governing such appointments.
Mr. Alpha previously served as Acting Chief Electoral Commissioner and Chairman of the ECSL following the expiration of his predecessor’s tenure on July 21, 2025. Prior to that, he served as Electoral Commissioner for the Southern Region, where he oversaw electoral activities in the region.

If approved by Parliament, Mr. Alpha will assume full responsibility for leading the ECSL, the body responsible for the conduct of elections in Sierra Leone.
