The Republic of Sierra Leone Armed Forces (RSLAF) has officially confirmed the acquisition of land in Masiaka for the construction of a contemporary military housing complex. Concurrently, the RSLAF has commenced a comprehensive review of disposition options for Juba Barracks to potentially finance this significant infrastructural upgrade.


In a press release issued on 23 February 2026, by the Office of the Defence Spokesman at Defence Headquarters, Cockerill Barracks, the military provided clarification regarding public discourse on Juba Barracks and articulated the strategic rationale underpinning the ongoing evaluation.


The statement indicates that the forthcoming Masiaka development is designed to supersede outdated inner-city barracks, providing modern, enhanced accommodation and essential amenities for service personnel and their dependents. The Armed Forces highlighted that only approximately 30 percent of personnel currently utilize barracks facilities, with the majority currently residing in substandard, temporary, or civilian housing arrangements.


Juba Barracks, comprising approximately 20 aging structures and quarters, was initially sited outside the capital. However, subsequent rapid urban encroachment has integrated the site into a dense central area, thereby constraining operational flexibility, expansion potential, and long-term strategic utility.


To secure financing for the confirmed Masiaka housing project, the RSLAF has disclosed that it is meticulously evaluating various options for the future of Juba Barracks. These potential strategies include a direct sale, a long-term lease, a public-private partnership, or a phased partial redevelopment. The statement underscores that no definitive decision has been reached, as each alternative is currently subject to rigorous legal, financial, and strategic analysis.


The military characterizes this initiative as a critical modernization drive, aimed at converting underutilized fixed assets into productive capital. This strategy is intended to substantially enhance personnel welfare, upgrade infrastructure, and bolster overall operational readiness.


The RSLAF further guarantees that any eventual determination regarding Juba Barracks will adhere strictly to constitutional and legal provisions, involve transparent stakeholder consultation, incorporate independent oversight, and demonstrably serve the interests of military personnel.


The Ministry of Defence and the Armed Forces affirm their steadfast commitment to transparency and pledge to communicate the final outcome of the evaluation process promptly upon its conclusion.
