Samura Kamara Still Eligible to Run in 2028 Elections - Minkailu Koroma

Minkailu Koroma, a member of the All People’s Congress (APC) communications team, has said that Dr. Samura Kamara remains an important figure within the party and could still be eligible to contest the presidency again, depending on constitutional interpretation.
Speaking during an interview on AYV’s Wake Up Sierra Leone, Minkailu described Dr. Kamara as a respected party member and said he believes the former presidential flagbearer still has a significant role to play as the APC looks toward the 2028 elections.
He added that even if Kamara decides not to run, his influence would remain critical in supporting and promoting the APC’s next presidential flagbearer. According to Minkailu, Kamara’s experience and standing within the party continue to be valuable assets.
Addressing questions about eligibility, Minkailu explained that the issue depends on constitutional provisions. He noted that the March 7, 2022 Constitution allows a candidate to run for two consecutive terms. Since Kamara’s first presidential contest was conducted under the 1995 Constitution, Minkailu stressed that the law cannot be applied retrospectively.
He argued that, because the 2022 Constitution was not in effect during Kamara’s first election, he may still qualify to run again if he chooses. Minkailu emphasized that while he is not the APC’s legal adviser, he was among the drafters of the current constitution, serving as a member of the Constitutional Review Committee (CRC), and was a key advocate for its adoption.
Dr. Samura Matthew-Wilson Kamara was the APC’s presidential candidate in the 2018 and 2023 elections, where he was defeated on both occasions. His future political role continues to draw discussion as the APC begins internal deliberations ahead of the next electoral cycle.
