Government, APC Agree to Comprehensive Electoral Reform

The Government of Sierra Leone and the All Peoples Congress (APC) have successfully established a comprehensive framework for electoral reform. This milestone follows intensive high-level negotiations facilitated by International Moral Guarantors from April 14 to 19, 2026.


Mediated by ECOWAS, UNOWAS, and the Commonwealth, the discussions addressed the implementation of Tripartite Committee recommendations, systemic electoral governance, and necessary structural reforms within the Electoral Commission for Sierra Leone (ECSL).


The APC utilized this platform to formally articulate critical concerns regarding existing governance frameworks and significant gaps in implementation.


These engagements resulted in what has been described as a series of actionable understandings, aimed at revitalizing the nation's electoral processes through transparent dialogue.


The Party emphasized its position, stating: 


“The APC has clearly articulated its serious concerns regarding actions that currently diminish public trust in our electoral systems.”

There is a collective recognition that further delays in implementing these reforms could jeopardize democratic stability and erode public confidence in future elections.


As a result of these constructive deliberations, both parties have committed to a reform framework that includes the restructuring of the ECSL and the strengthening of overall electoral governance.


The Party added:


“These commitments are governed by strict timelines and accountability measures, including a formal joint review with International Moral Guarantors scheduled for December 2026.”

Furthermore, the Government has pledged to adopt an inclusive methodology for utilizing 2026 Population and Housing Census data in all future electoral and governance planning.


The APC maintained that while the framework represents significant progress, the ultimate measure of success will be the efficiency of its implementation.


“The APC remains steadfast: we will not accept procedural delays or superficial compliance in place of genuine reform,” the statement affirmed.

The Party calls upon its constituents to maintain professional conduct and vigilance as the process transitions into the monitoring and implementation phase.


In conclusion, the APC has secured an internationally monitored framework dedicated to upholding democratic integrity as a core national priority.
