SLPHA Investigates, Debunks Smuggling Claims at Freetown Port

The Sierra Leone Ports and Harbours Authority (SLPHA) has concluded its investigation into concerns over the release of three containers at Freetown Port, following claims on social media that 16 containers had been smuggled.
The probe, initiated after a formal notification from the National Revenue Authority (NRA) on 9 October 2025, was ordered by SLPHA’s Director-General, Yankuba Bio, after questions arose about whether standard clearance procedures had been bypassed.
A joint team comprising SLPHA management and members of the Association of Clearing and Forwarding Agencies (ACFA) reviewed the clearance process across all relevant organizations, including Freetown Terminal Limited (FTL), Logistics Solutions and Services (LSS), the NRA Customs and Excise Department, and Integrated Trade Services (ITS).
The investigation confirmed that all standard clearance procedures were followed. Although Customs documents were not processed through the Automated System for Customs Data (ASYCUDA), formal release was authorized and issued with all necessary security marks, stamps, and signatures. Physical checks of the containers were also carried out in the presence of Customs officers.
Payments had been made to all institutions involved in clearing the containers, except for outstanding customs duties, which remain pending.
SLPHA reiterated that the social media claims alleging 16 smuggled containers were false and unsubstantiated, emphasizing that the release of the three containers adhered to proper procedures.
