Administrators Authorized to Manage Finances Temporarily in APC-Led Councils

The Ministry of Finance has officially authorized Chief Administrators within Local Councils led by the All Peoples Congress (APC) to manage financial resources and oversee transactions. This directive is intended to ensure the continuity of essential service delivery during the current period of political uncertainty.
In a formal communication dated April 1, 2026, the Minister of Finance, Sheku Ahmed Fantamadi Bangura, confirmed concurrence with a legal opinion issued by the Office of the Attorney-General and Minister of Justice. This legal guidance clarifies that Chief Administrators, as administrative heads, are designated as "A" Signatories with the requisite authority to approve transactions via the Public Financial Management (PFM) Smart System.
The Ministry further specified that Chief Administrators are to exercise these responsibilities subject to prior approval from the Accountant-General. These protocols are designed to maintain rigorous financial oversight and safeguard public interest while upholding established legal and fiscal controls.
The Ministry of Local Government and Community Affairs has subsequently instructed all Chief Administrators to implement these measures immediately. The Ministry underscored the necessity for all stakeholders to facilitate these administrative processes to ensure the uninterrupted provision of services within their respective jurisdictions.
These directives have been disseminated to key government leadership, including the Chief Minister, the Attorney-General, the Finance Secretary, and relevant Deputy Ministers, as well as the Chairmen and Mayors of the affected councils.
The Ministry characterized these provisions as temporary administrative measures aimed at sustaining operational stability within APC-led councils during this interim period.
