Minority Leader Calls for Search and Nominations Committee in ECSL Appointment Process

The Minority Leader in Parliament, Hon. Abdul Kargbo, has called for the establishment of a Search and Nominations Committee in the appointment process of the Chief Electoral Commissioner, as part of efforts to strengthen transparency in ongoing electoral reforms.
Speaking on Liberty Online TV, Hon. Kargbo said the Tripartite Recommendations contain key provisions aimed at reforming the current system used in appointing the leadership of the Electoral Commission for Sierra Leone (ECSL).
He referenced Recommendation 36, which proposes the amendment of Section 32(3) of the existing electoral law. The provision currently grants the President authority, after consultation with political party leaders, to appoint the Chief Electoral Commissioner.
According to him, the recommendation urges reforms ahead of the December 2026 review timeline, including the creation of a Search and Nominations Committee to oversee the selection process.
Hon. Kargbo explained that under the proposed arrangement, the committee would be responsible for interviewing qualified candidates and shortlisting three individuals, who would then be submitted to the President for final appointment.
He noted that concerns have been raised regarding the appointment process of the current Chief Electoral Commissioner, Edmond Sylvester Alpha, adding that there is broad agreement among stakeholders on the need for reforms to enhance transparency.
The Minority Leader further stated that the implementation of the Tripartite Recommendations would significantly improve public confidence in ECSL and the broader electoral process.
He added that political parties are more likely to trust the institution when appointment procedures are transparent and inclusive, stressing that credibility in elections depends on the integrity of processes leading up to them.
